ABOUT SEMPER INCOLUMEM

An Intelligence Analysis Company Built for Decisions, Not Dashboards

Semper Incolumem is an analyst-led intelligence analysis company that helps people understand risk before it becomes a problem — turning open-source information into clear, defensible intelligence for those responsible for safety, security, and high-consequence decisions.

At its core, we exist to answer a simple question: what matters, what doesn't, and what could happen next?

Two ways to get intelligence you can defend

WHAT WE DO

As an intelligence analysis company, our work focuses on identifying, assessing, and explaining threats using publicly available information so decision-makers are not forced to rely on fragmented reporting or guesswork.

Continuous situational awareness

For ongoing needs, our OSINT platform provides monitored developments, curated reporting, and analyst context that helps you stay informed without being overwhelmed, plus Touchstone, an AI-assisted research tool for preliminary assessments on demand.

Focused threat assessments

For specific decisions, we produce customized intelligence reports and threat assessments built around questions such as: Is a location, event, or individual exposed to credible risk? What threats are most likely, and how severe? What indicators suggest escalation? What should you be watching for next?

Both services rest on the same foundation: disciplined methodology, contextual analysis, and respect for the responsibility carried by the end user. These reports are designed to support real decisions, not abstract analysis.

Signal over noise — analysis, not a feed to decode

OUR APPROACH

Most intelligence failures are not caused by a lack of information. They are caused by too much of it — poorly vetted, poorly contextualized, or poorly explained.

Most platforms hand you raw feeds and automated alerts that you still have to interpret yourself. We don’t. Semper Incolumem applies disciplined analysis to publicly available data to identify patterns, assess credibility, and separate signal from noise. We do not automate judgment, outsource verification, or inflate confidence where it does not belong.

Our role is not to persuade or prescribe outcomes. It is to help people see a situation clearly enough to decide for themselves and to stand behind the result. That is what we mean by intelligence you can defend.

How we operate, analyze, and communicate

OUR CORE PRINCIPLES

These principles guide how Semper Incolumem operates, analyzes, and communicates intelligence.

Integrity

How information is handled matters as much as the information itself.

Public Safety

Information should contribute to awareness, preparedness, and the protection of people and communities.

Information Sharing

Responsible intelligence has value only when it is accessible, contextualized, and shared with purpose.

Accessibility

High-quality open source intelligence should be available to those who need it — from professionals to everyday citizens.

Matthew Helmkamp

Founder & Principal Analyst

U.S. Marine Corps — Military Police, Special Reaction Team
Criminal Investigation Division detective; NCIS Special Operations detail
Critical Infrastructure Protection Specialist
Strategic intelligence command (statewide)
B.S., Homeland Security & Emergency Management · MBA, Public Administration

Matt Helmkamp began his public-service career in 2008 as a Military Police Officer in the U.S. Marine Corps. After initial training, he qualified for the Special Reaction Team (SRT) at Marine Corps Base Quantico, Virginia, mastering non-lethal weapons, breaching techniques, and Marine Corps Martial Arts instruction. He later served at Camp Lejeune, North Carolina, where he worked patrol, deployed with SRT, and re-enlisted to become a detective in the Criminal Investigation Division. In his final year on active duty, he was detailed to NCIS’s Special Operations Section, conducting undercover drug and vice investigations and leading numerous interrogations.

While in uniform, Matt earned a bachelor’s degree in Homeland Security and Emergency Management and an MBA in Public Administration.

Transitioning to civilian law enforcement, Matt served with a state police agency — first investigating auto theft, then as a Critical Infrastructure Protection Specialist, where he developed a novel methodology for identifying high-value, at-risk infrastructure statewide. He went on to command a Strategic Intelligence Unit overseeing more than ten analysts across gangs, narcotics, infrastructure, fraud, cold cases, terrorism, and geospatial crime analysis. Today he holds a senior command role directing statewide intelligence efforts to detect and prevent crime and terrorism.

That practitioner experience is the foundation of Semper Incolumem and the reason the company is built around analyst judgment rather than automation.

MESSAGE FROM THE FOUNDER

Semper Incolumem was built out of frustration with how intelligence is too often treated as a commodity. I saw professionals being asked to make real decisions based on fragmented reporting, unchecked information, and tools that prioritized volume over understanding.

Intelligence should not overwhelm. It should clarify.

From the beginning, the goal was simple: build an organization that applies disciplined analysis to open information so decision-makers are not left alone to make sense of chaos.

Whether someone needs ongoing awareness or focused analysis for a specific decision, the responsibility is the same: provide intelligence that is honest about uncertainty, grounded in context, and worthy of trust.

That principle continues to guide everything we do.

WHO WE SERVE

Semper Incolumem supports individuals and organizations operating in complex, high-stakes environments:

Across all of these groups, the need is the same: intelligence that reduces uncertainty rather than adding to it.
