Matt Helmkamp began his public-service career in 2008 as a Military Police Officer in the U.S. Marine Corps. After initial training, he qualified for the Special Reaction Team (SRT) at Marine Corps Base Quantico, Virginia, mastering non-lethal weapons, breaching techniques, and Marine Corps Martial Arts instruction. He later served at Camp Lejeune, North Carolina, where he worked patrol, deployed with SRT, and re-enlisted to become a detective in the Criminal Investigation Division. In his final year on active duty, he was detailed to NCIS’s Special Operations Section, conducting undercover drug and vice investigations and leading numerous interrogations.
While in uniform, Matt earned a bachelor’s degree in Homeland Security and Emergency Management and an MBA in Public Administration.
Transitioning to civilian law enforcement, Matt served with a state police agency — first investigating auto theft, then as a Critical Infrastructure Protection Specialist, where he developed a novel methodology for identifying high-value, at-risk infrastructure statewide. He went on to command a Strategic Intelligence Unit overseeing more than ten analysts across gangs, narcotics, infrastructure, fraud, cold cases, terrorism, and geospatial crime analysis. Today he holds a senior command role directing statewide intelligence efforts to detect and prevent crime and terrorism.
That practitioner experience is the foundation of Semper Incolumem and the reason the company is built around analyst judgment rather than automation.
MESSAGE FROM THE FOUNDER
Semper Incolumem was built out of frustration with how intelligence is too often treated as a commodity. I saw professionals being asked to make real decisions based on fragmented reporting, unchecked information, and tools that prioritized volume over understanding.
Intelligence should not overwhelm. It should clarify.
From the beginning, the goal was simple: build an organization that applies disciplined analysis to open information so decision-makers are not left alone to make sense of chaos.
Whether someone needs ongoing awareness or focused analysis for a specific decision, the responsibility is the same: provide intelligence that is honest about uncertainty, grounded in context, and worthy of trust.
