ANALYSIS
The threat note was found on a bathroom wall at Carter Middle School. Knox County Schools activated evacuation protocol at approximately 9:56 a.m. and directed students to an outdoor football field while bomb technicians and K9 units cleared the building. A National Weather Service (NWS) heat advisory was in effect at the time, with ambient temperatures in the upper 90s and an elevated heat index. Students remained in direct sun during the full clearance period.
Twenty-one students were transported to Dolly Parton Children's Hospital with heat-related illness. Three were in critical condition at initial reporting. Rural Metro fire and emergency medical personnel treated students on scene before transport. The final hospitalization count exceeded early reports, which initially placed the number at 14, as additional students presented symptoms in the hours after the evacuation.
Knox County Schools activated standard bomb threat evacuation protocol correctly. The failure occurred in the sustained phase. Current protocol does not require schools to relocate evacuated students to shade or covered areas when a heat advisory is active, to provide water from emergency supplies, or to stage students in buses or gymnasium spaces at a safe perimeter distance. None of those measures were deployed at Carter Middle School. Students stood in direct sun for 55 minutes without shade or water.
No arrest has been made in connection with the bomb threat note. Knox County law enforcement has not publicly identified a suspect. At least one Knox County Schools official acknowledged the heat advisory was active throughout the evacuation period. The Carter Middle School event produced more heat casualty hospitalizations than any US school bomb threat evacuation on record in 2026.
