EXECUTIVE SUMMARY

Federal agents arrested Sheikhdoon Abdullahi Mohamud, 18, of the Twin Cities on October 7, 2026, on charges of acquiring a firearm and ammunition for an Islamic State of Iraq and al-Sham (ISIS)-inspired mass shooting at the Mall of America in Bloomington, Minnesota. The arrest came after a nearly two-year Federal Bureau of Investigation (FBI) undercover operation that began in December 2024.

ANALYSIS

Mohamud came under FBI investigation in December 2024 after expressing interest in violent extremism online. Over the following 18 months he articulated direct intent to provide material support to ISIS and communicated a preference for conducting an attack inside the United States. By late 2025 he had identified the Mall of America as his target and cited the New Orleans New Year's Eve 2025 vehicle attack and the 2016 Pulse Nightclub shooting as models for his planned operation.

On October 7, 2026, through a controlled purchase arranged by the FBI Joint Terrorism Task Force (JTTF), Mohamud acquired an AK-47-style rifle, magazines, and ammunition from an undercover agent. He was arrested immediately after the transaction. The US Attorney for the District of Minnesota charged him with one count of knowingly receiving a firearm and ammunition with reasonable cause to believe the items would be used to commit a federal crime of terrorism, specifically providing material support to a designated Foreign Terrorist Organization (FTO). Mohamud is detained pending trial.

The arrest date falls on the third anniversary of the Hamas-led October 7, 2023, attack on Israel, a date that has consistently driven elevated operational activity among ISIS-adjacent networks in the United States and Europe. Mohamud showed no evidence of coordination with others. The FBI's control of the weapons acquisition process ensured he never had independent access to a functional weapon.

Mall of America draws more than 40 million visitors annually and hosts large seasonal and entertainment events. The FBI Minneapolis field office stated that no credible threat to the public existed at any point because agents controlled the weapons acquisition throughout.
