EXECUTIVE SUMMARY
On August 20, the Federal Bureau of Investigation arrested 35-year-old Jessica Bowie of Albany, New York, for an Islamic State-inspired bomb plot targeting the New York State Capitol. Bowie allegedly planned to conceal an explosive device inside a food delivery bag and detonate it during a legislative session while state senators were present.
ANALYSIS
The Federal Bureau of Investigation (FBI) arrested Jessica Bowie, 35, of Albany, New York, on August 20, 2026, after she allegedly conducted five reconnaissance visits to the New York State Capitol between July 21 and August 9 while planning a mass casualty bombing. The FBI Joint Terrorism Task Force (JTTF) made the arrest in Albany and charged Bowie with attempting to provide material support to a designated foreign terrorist organization. She had also been going by the name Aisha Saif since converting to Islam approximately five years ago.
Court documents allege Bowie planned to conceal an explosive device inside a food delivery bag and leave it inside the Capitol building while state senators were in session. FBI surveillance teams tracked her movements during five separate visits to the building, during which she photographed the area. Bowie recorded multiple audio pledges of allegiance to the Islamic State (ISIS) in both English and Arabic, and in one written message she stated, "Praise be to Allah for September 11." She told undercover contacts she wanted to "destroy as much of the building as possible."
Beyond the Capitol attack, Bowie discussed targeting Times Square on New Year's Eve and separately described wanting to attack the White House and the president. She told contacts she intended to leave the country after bombing the Capitol and return later to "do more." The breadth of her stated targeting indicates a sustained planning mindset rather than an impulsive act, and the FBI's JTTF relied on long-term surveillance and undercover operations to build the case.
