Organic decomposition of that volume generates ammonia, hydrogen sulfide, and other toxic gases. Officials described this ongoing decomposition as the primary biohazard concern, distinct from the original fire and ammonia leak. A shelter-in-place order was issued for the immediate area and later lifted. Smoke from the blaze was described as having reached most of the city by June 20.

Los Angeles Mayor Karen Bass announced city and county officials would pursue a joint local emergency declaration to unlock state resources for biohazard remediation and debris removal. The declaration is intended to expedite removal of the spoiling material before environmental contamination spreads further into the surrounding Boyle Heights community.
