Prosecutors say Wang and Sun worked under the direction and control of PRC officials while coordinating with U.S.-based individuals to advance China’s interests. Their activity centered on U.S. News Center, a website that presented itself as a news source for the local Chinese American community but allegedly published PRC-directed content without disclosing the foreign government role behind some of the material.

The information operation included direct tasking through WeChat. In June 2021, a PRC official sent Wang and others pre-written material defending China’s position on Xinjiang, including language denying genocide and forced labor. Wang posted the article on her website within minutes and sent the official the link. In another exchange, she made requested edits to an article, sent the updated link, and provided a screenshot showing more than 15,000 views. After the official responded approvingly, Wang replied, “Thank you leader.”

The network extended beyond Wang and Sun. Wang communicated with John Chen, described in court documents as a high-level member of the PRC intelligence apparatus, and asked him to post an article from her website, stating that it was what China’s Ministry of Foreign Affairs wanted to send. Chen was separately sentenced in 2024 for acting as an illegal PRC agent and participating in a bribery scheme tied to transnational repression against Falun Gong.

Sun’s earlier case provides additional context for the influence architecture around Wang. Sun was sentenced to four years in federal prison after admitting he acted as an illegal PRC agent, including while serving as campaign adviser for a Southern California city council candidate. He reported to PRC officials that he had organized a team to help elect that candidate and requested funding for additional pro-PRC activity. He also provided real-time updates to a PRC consular official during then-Taiwan President Tsai Ing-wen’s 2023 visit to Southern California.

The operational pattern is notable because it combined community media, campaign activity, diaspora influence, and local government access. Rather than focusing only on federal policy targets, the alleged operation used municipal politics and local Chinese-language information spaces to shape narratives, amplify PRC messaging, and cultivate influence inside a local elected environment. That gives the case significance beyond Arcadia, particularly for jurisdictions with large diaspora populations and active foreign-language community media ecosystems.

The city said the federal charge relates to conduct that ended after Wang was sworn in and that an internal review found no Arcadia city finances, staff, or decision-making processes were involved. That limits the known municipal exposure based on the provided reporting, but the broader counterintelligence concern remains: covert foreign direction of a future elected official before and around the time of entry into public office.
