At least five people are dead and dozens more rescued from floodwaters as historic White River flooding forces emergency declarations across more than a dozen Indiana counties.

Governor Morrisey declared emergencies across all 55 West Virginia counties after historic flash flooding cut off 911 service, washed out roads in multiple counties, and triggered more than 100 water rescues requiring 300 National Guard members and active helicopter operations; as of Wednesday evening, no fatalities had been confirmed but search and rescue remained active.
