The Santa Clara County Human Trafficking Task Force and the Northern California Regional Intelligence Center (NCRIC) led the operation, drawing on an 11-county regional response team of law enforcement agencies, prosecutors, social workers, and advocacy organizations. The 66 individual operations targeted trafficking activity across hotel corridors and online platforms during World Cup match windows at Levis Stadium in Santa Clara. In addition to the 25 suspects arrested and 53 survivors identified, investigators separately cited 41 sex buyers.
Undercover investigators used decoy messages sent to suspected traffickers, which led directly to 13 arrests at area hotels on felony pandering charges. All 53 identified survivors, including the 11 juveniles, were connected with community organizations. Community Solutions and YWCA Golden Gate Silicon Valley provided confidential individualized support, safety planning, emergency supplies, and temporary housing. Federal Bureau of Investigation (FBI) and Homeland Security Investigations (HSI) agents participated alongside state and local law enforcement.
The Bay Area operation is the third major World Cup host city anti-trafficking action announced within four days, following Atlanta’s Operation Red Card (153 arrests, 54 victims, July 21) and Seattle’s Operation Circuit Breaker (9 arrests, 3 juveniles recovered, July 22). Although the Levis Stadium match schedule is complete, enforcement attention and post-event secondary identification efforts should continue in Bay Area hospitality corridors through August.
