Governor Morrisey deployed approximately 300 National Guard soldiers statewide and more than 100 water rescues were completed in the first 24 hours. Upshur, Lewis, and Pleasants counties sustained the heaviest damage to roads, bridges, and residential areas.

Morrisey formally requested a federal disaster declaration from the White House, which would unlock Federal Emergency Management Agency Individual Assistance and Public Assistance programs for residents and local governments. The declaration had not been approved as of this reporting, and damage assessments were ongoing as recovery operations replaced search and rescue.
